Title I Comparability Reporting

Districts receiving Title I, Part A funds are required by federal legislation to conduct an annual review of their local and state expenditures to ensure Title I and non-Title I schools receive a distribution of those funds on an equivalent basis, and to maintain documentation of the results and the action taken, if necessary, to remedy findings of non-comparability. Districts with fewer than 100 students enrolled in each of their schools, and those having only one school per grade span are exempt from this requirement.

The 2008-09 Comparability Report PI-1753 must be submitted to the Department of Public Instruction (DPI) no later than November 30, 2008.

Complete and submit the online Comparability Report using the same ID and password as are used for the ESEA Consolidated Application and the ESEA Consolidated End-of-Year Report.

The online form utilizes information from the current year ESEA Consolidated Application, so it is impossible to complete the Comparability Report until the application has been submitted.

For the year 2008-09, districts wishing to show equivalence by comparing small schools with large schools or high-poverty schools with low-poverty schools need to complete the contact information in the online Comparability Report, indicate they will submit a paper report, and complete the submit screen. They may then complete and submit the paper version of the Comparability Report. The form and instruction are linked below.

Title I Guidelines

The Title I Guidelines are intended to be one source of technical assistance to district administrators, Title I coordinators, classroom educators, and parents. They are written and updated by DPI Title I consultants and a subcommittee of the Title I Committee of Practitioners, using the No Child Left Behind Act of 2001 of the Elementary and Secondary Education Act.
