The DPI Teacher Education, Professional Development and Licensing (TEPDL) team conducts an annual audit of all public school districts in the state of Wisconsin to ensure that all professional staff members are appropriately licensed. Along with all Wisconsin school districts, Cooperative Educational Service Agencies (CESAs), County Children with Disabilities Education Boards (CCDEBs), the Department of Corrections, the Department of Health and Family Services, the Wisconsin Center for the Blind and Visually Impaired and all non-district sponsored (2R) charter schools are also audited.

1202 Data Collection
The Department of Public Instruction collects staff data on the Fall Staff Report - PI-1202 using a web-based application on the district/agency Internet. Staff members responsible for completing the PI-1202 are able to create records from the previous school year or use a file-upload process to load files. The staff and assignment records may then be modified as needed and additional records may be added. Reports are available to summarize and validate the district data.

Active Staff and Audit Error & Special Education Reports
Using the 1202 data submitted by each district, the TEPDL team generates an active staff report (identifies all licensed staff), an audit error report (a cross reference of the Fall Staff Report - PI-1202 and the Department's license records), and a special education audit report (a report identifying only special education staff who were flagged on the audit error report). The assignments/positions listed on the audit error report and the special education audit reports are those for which there appears to be a discrepancy.
District Responsibility
It is the district's responsibility that all professional staff members have a valid license for his/her assignment on file with the district. If errors are identified after the TEPDL team generates the reports, the school district's PI 1202 primary or secondary contact person should notify the Education Statistics area that the agency's PI-1202 report needs to be unlocked. Corrections need to be made no later than March 1st.
If data are correct, districts/agencies should work to make sure that staff listed on the audit error and special education audit reports obtain the necessary licensure to serve their current assignment.
