The Department of Public Instruction, the Division for Finance and Management, is currently seeking applicants for Accountant - Senior vacancies on the School Management Services Team. This recruitment will be used to fill two positions - a permanent and a project position. The project position will end on June 30, 2012. Project positions are eligible for benefits including health insurance, but the incumbent does not attain permanent civil service status. During the interview process, candidates will be asked whether they are interested in the permanent, project, or both positions. These positions are located at 125 South Webster Street, Madison.

Starting pay is between $22.026 and $36.343 per hour (approximately $45,990 and $75,884 per year). These positions are in pay schedule 07, range 03.

Job Duties

These positions provide leadership, training, coordination, and implementation of the financial management functions for federal and state grant programs administered by the Department of Public Instruction (DPI). Responsibilities include interpreting laws and regulations as they pertain to fiscal compliance; providing consultation and technical assistance to DPI staff, local educational agencies and other grant recipient organizations; oversight of the formula calculations of all federal entitlement programs; establishment and implementation of grant accounting and financial management procedures for assigned grant programs; and development and maintenance of automated sub-recipient grant payment files.

Knowledge, Skills, and Abilities

Experience in leadership, training and coordination of fiscal accounting processes. Knowledge of theories, principles and practices of accounting (GAAP) and auditing (GAAS); financial management systems, such as the State of Wisconsin’s accounting system (WISMART); the principles and techniques of effective communication, including public speaking, writing, and education; design and use of spreadsheets, such as EXCEL; software applications including, but not limited to, WORD, Access and Internet Explorer; fiscal management practices, fiscal monitoring, and auditing; and interpreting law and/or regulations related to fiscal administration and compliance. Skill in positive communication techniques.
